Sir Sloane can be found in Zarok's Time Device, in the area with the Chalice surrounded by force fields.

How to Lay to Rest
Dan must travel to the entrance leading to Zarok's Lair. Dan must unleash the soul in the room with the dragon statues. A bunch of Dragon Toads will spawn here, and Dan must take them all out.
