Police-Constable Steven Hagger (fl. 1886) was a constable on duty in Brixton Hill on April 10, 1886, when he noticed green smoke coming out from a nearby derelict warehouse. He proceeded to gather other constables who he posted around the building. Together they apprehended Lord Palethorn who came out of the building soon after. The story was covered by issue number 666 of the Medievil Times newspaper which was published on April 21, 1886.
