Fish were available at the fish market in Scurvy Docks. Sir Dan had to take one in order to catch a seagull near the fountain.
History
In order to reach the Haunted Ruins, Sir Dan had to obtain the Dragon Armour in the possession of the Dragon King who lived on Dragon Island. To reach the island, he needed to procure a boat from Scurvy Docks' Harbour Master. However, the Harbour Master was only interested in serving pirates, forcing Dan to find a way to disguise himself as one. As part of this effort, Dan had to get some fish from the fish market in order to attract a seagull, as parrots were unavailable for purchase at the time.

A fish is needed to attract a seagull so that Sir Dan can convince the Harbour Master he is a pirate and thus complete the level.
